When the colonial rulers have left the Island, the area of Waskaduwa, which is important in geographical and historical aspects, had been fallen under the control of the elites of the area during 1948-1950. Since then there were two village councils and they were governed by two Chairmen in the following manner.
- Kalutara badda village council and
- Wadduwa – Waskaduwa badda village council.
The area at the South of Kalutara bridge except Urban Council, Kalutara of Kalutara electorate belonged to Kalutara badda village council. There were ten members and Hon. D.Louis Silva served as the last chairman.
The area at the North of Kalutara bridge except Urban Council, Kalutara of Kalutara electorate belonged to Wadduwa- Waskadu badda village council. There were sixteen members and Hon. Dudly Wijesekara served as the last chairman. Pradeshiya Sabha, Kalutara ws established by Pradeshiya Sabha Act No 15 of 1987 marking the end of the system of village councils.
Pradeshiya Sabha, Kalutara was bound by Pradeshiya Sabhas, Panadura, Bandaragama, Bwruwala, Bulathsinghala and Dodangoda.
Even though Pradeshiya Sabha Act was introduced in 1987, the first members were elected for the Sabha by an election held on 17 May 1991.
The first Chairman of the Sabha was Mr. Gamini S. Kavirathna. Mr. A.Nandana De. Silva was the Vice Chairman. Since then five terms were conducted up to now. (1997, 2002, 2006 and2011) However Mr. Luxman Vidanapathirana held office as the Chairmen from 2011 up to 15.05.2015 on which it was dissolved, and Mr. Sanjeewa Ariyarathna has held office as Vice Chairman during that period.
Since then the Pradeshiya Sabha was governed by Mrs. B.B.Indrani, Secretary and the officer for executing the tasks of Sabha, up to 05.12.2015. When she retired, Mrs. J.C.P. Weersekara, who held office as the secretary, performed the administration of the Sabha.
Deshakeerthi Mr. Sanjeewa Ariyarathna holds office as the Chairman of Kalutara Pradeshiya Sabha from 09 March 2018 after the local government election held on 10 February 2018.
